There are a few fellowships that specifically fund graduate study in the UK:

Gates Cambridge Scholarships are awarded to applicants from countries outside the UK to pursue a full-time postgrad degree in any subject available at the University of Cambridge.
Marshall Scholarships finance young Americans of high ability and with demonstrated leadership to study for two years in the United Kingdom.
The Rhodes Scholarship fully funds 2-3 years of graduate study for outstanding leaders with a commitment to community in any field at Oxford University in the UK. Open to all citizenships, international students should be in touch as soon as possible, as deadlines may vary.
